In re Jorden R. SC18169 (Termination of parental rights; certification from Appellate Court; "The petitioner, the commissioner of children and families (commissioner), appeals from the judgment of the Appellate Court reversing the trial court’s judgment terminating the respondent mother’s parental rights with respect to her infant son, Jorden R. In re Jorden R., 107 Conn. App. 12, 36, 944 A.2d 402 (2008). The commissioner claims that the Appellate Court improperly: (1) interpreted § 17a-112 (j) (1) to require the department of children and families (department) to prove that it made reasonable efforts to reunify a family before a court can find that a parent is unable or unwilling to benefit from reunification services; (2) substituted its judgment for the trial court’s in overruling the trial court’s finding that the respondent was unable or unwilling to benefit from reunification services; and (3) concluded that the trial court abused its discretion in excluding from evidence a psychological evaluation of the respondent.") |
